Rule 12
Unpaid Consular Appointments by Allies

(1) Any friendly country may appoint an unpaid consul in the consular area of ​​Nepal if it wishes.
(2) Any Nepali citizen having the following qualifications may be proposed to the Ministry for approval if a friendly country wishes to appoint an unpaid consul in Nepal in accordance with sub-rule (1):
(a) having completed thirty-five years of age,
(b) having gained fame in public life,
(c) Not having been convicted of a criminal offense involving moral turpitude,
(e) Not blacklisted due to non-payment of loans by banks and financial institutions (f) not falling under the debt of the creditor,

(3) In relation to the person proposed as per sub-rule (2), the ministry will request written information regarding the security pass (security clearance) from the relevant agencies of the Government of Nepal and the fact that they have not been blacklisted due to non-payment of loans from banks and financial institutions, and if the security pass is obtained as requested and blacklisted. Only if it is found that it is not included in the list, the ministry will give approval for the appointment as an unpaid consul.
(4) According to sub-rule (2), if information is received that the person proposed in accordance with sub-rule (2) has not received a security pass (security clearance) or has been blacklisted, the ministry will request the relevant country to propose another qualified person for appointment.
(5) Before requesting a security pass (security clearance) in accordance with sub-rule (3), there is a possibility that the Ministry may misuse consular immunity and facilities from the proposed person, otherwise it should also be considered. (6) Notwithstanding anything written elsewhere in this regulation, when a friendly country proposes a Nepali citizen for appointment as an unpaid consul, it may try to provide high-level visits that can provide support in the fields of trade, business, tourism investment and technology transfer, Nepali citizens of the respective countries as needed. Priority should be given to those who can facilitate the obtaining of visas and who can contribute to strengthen the relations between Nepal and the respective friendly countries.
